I don't have the whole picture yet but I think I successfully put a couple of the pieces together.
There are two things you should know about my manager:
1. He won't make a decision
2. It's never his fault / he's never the bad guy
In a single move, he has pushed any decision about our suggestions up to his manager and removed any personal accountability.
Sneaky... but I know the score and so does upper management.
